The 200W motor is smooth enough that a 3-year-old can handle it on the lowest setting (10km/h), but you've got those two higher modes at 15 and 21km/h for when they get confident or for older siblings up to maybe 8 years old, and teh alumnum alloy frame keeps the whole thing at just 10kg so it's not a nightmare to carry up steps.
Battery life is where this thing actually stands out compared to the cheap lead-acid stuff — that 24V 5.2Ah lithium pack gives you about 60 minutes of continuous riding, which is pretty much a full afternoon for most kids, and the 3-hour charge time means you can plug it in during lunch and have it ready again.
One thing buyers don't always think to ask is the ground clearance at 130mm — it's enough for grass or packed dirt paths without scraping the motor housing, but I wouldn't take it on rocky trails or anything, it's really meant for pavements and well-maintained parks.
The three power modes are easy to switch with a simple button on the handlebar, and we usually have stock in the yellow color (it's the only option right now) — just keep in mind the seat height is fixed at 420mm, so it's best suited for kids with an inseam of about 400mm or so, not all 3-year-olds will fit comfortably.
It's CE certified, so it meets European safety standards for children's ride-on toys. That covers things like electrical safety and mechanical construction.

Yes, the 24V 5.2Ah lithium battery is removable, so you can take it out and charge it separately. Charging takes about 3 hours, and you'll get up to 60 minutes of ride time.
