China's External Trade Scenario in 2025: What Measures will the Ministry of Commerce Take to Promote Stable Development?

In a series of news briefings on China's high-quality economic development, officials from the Ministry of Commerce emphasized that despite challenges, China's external trade scenario in 2025 still presents many favorable conditions.

According to Wang Meng, the director-general of the Ministry of Commerce's Department of Foreign Trade, the global economy is still recovering and the World Trade Organization (WTO) expects a 3% growth in global merchandise trade volume this year. China's economy has also continued to recover, with effective macroeconomic policies boosting social confidence.

Moreover, the new drivers of foreign trade have accelerated their release, including green and digital transformations, which are expected to continue to accelerate. The ministry will also maintain its stable foreign trade policy to support enterprises' innovation and upgrading, as well as their expansion into international markets.

In 2025, China is poised to further expand its high-level opening-up, with a focus on promoting high-quality development. To this end, the Ministry of Commerce plans to take three key measures:

Firstly, accelerate the implementation of various policy measures. Last year, the ministry issued a series of policies aimed at promoting stable growth in foreign trade. This year, it will work closely with local governments and relevant departments to ensure the effective implementation of these policies, promote good practices, and help foreign trade enterprises stabilize their orders.

Secondly, accelerate the cultivation of new drivers of foreign trade. The ministry will actively expand electronic commerce and digitalize the entire trade chain, encouraging all-chain digitization. It will also promote green trade, enhance the capabilities of foreign trade enterprises in green and low-carbon development, and build platforms for overseas wisdom logistics.

Thirdly, provide good services to support businesses. The ministry will continue to hold specialized training sessions on green trade, cross-border e-commerce, and other topics, aiming to improve the comprehensive development capabilities of foreign trade enterprises. It will also compile and release national trade guides and promote information exchange between domestic and foreign companies.

The Ministry of Commerce has also announced plans to actively expand its global high-standard free trade zone network, sign new trade facilitation agreements, and establish a new working group on trade facilitation to resolve trade bottlenecks and difficulties.

In addition, the ministry will promote imports by expanding market access and exploiting import potential. China's large market will be turned into a world-class opportunity for international businesses, providing them with more opportunities for development and growth.
