Beijing Customs Releases Measures to Promote High-Quality Development of Capital Region
The Beijing Customs Bureau has issued a series of measures aimed at promoting high-quality development in the capital region, as part of its 4.0 version of the 'Four Advantages and Four Improvements' service project.
The 20 measures aim to support the integration of the five districts in Beijing into the new development framework, with a focus on stabilizing foreign trade and promoting high-quality development.
Among the measures are efforts to further develop the services trade in the Zhongguancun Comprehensive Bonded Zone, supporting the construction of a pioneering zone for rare diseases and pharmaceuticals, and exploring the establishment of a bonded zone model for cross-border e-commerce.
The measures also emphasize the importance of intelligence monitoring and guidance for the comprehensive bond zones, including Yizhuang and Zhongguancun, with a focus on optimizing the management of special goods and fostering innovation in the pharmaceutical industry.
According to the measures, Beijing Customs will further promote the development of the pharmaceutical industry by streamlining special goods approval processes, promoting 'smart approvals' for special goods and biological materials, and supporting the construction of the Beijing Pharmaceutical Innovation Park.
The park is expected to drive innovation in the pharmaceutical industry, with six enterprises already participating in the pilot program, accounting for around 90% of exports and achieving a 40% reduction in clearance time at customs.
Another key measure includes 'pushing' the construction of a modern logistics system at the capital's airport, which will enable cross-border e-commerce and reduce the time it takes to clear goods through customs by around 70%.
The measures also include piloting an import management model for frozen aquatic products, which aims to create a fast-track clearance process for such imports, reducing the need for inspections and increasing efficiency.
Furthermore, Beijing Customs will launch a specialized trade facilitation program in 2025, aimed at simplifying customs procedures and reducing taxes and fees for businesses, with a focus on promoting foreign trade and economic development.
The measures are expected to bring significant benefits to local businesses, including reduced taxes and fees, streamlined customs clearance processes, and increased access to international markets.
