On February 24 local time, the United Nations Security Council voted on a draft resolution on the Ukraine issue proposed by the United States. In the vote, 10 countries including China, the United States and Russia voted in favor, 5 abstained, and the resolution was adopted.
It is understood that the resolution proposed by the United States in the Security Council is consistent with the draft resolution proposed in the General Assembly earlier, which calls for a swift end to the conflict and further urges the achievement of a lasting peace between Ukraine and Russia.
France, the UK and Greece requested to postpone the vote until the afternoon of the 25th
Before the vote, France, the UK and Greece asked the Security Council to postpone the vote on the US-proposed draft resolution on the Ukraine issue until the afternoon of February 25. The United States firmly opposed the postponement. Subsequently, the Security Council voted on the motion proposed by European countries. Six countries including China agreed, three countries including the United States opposed, and six countries including Russia abstained. Since the minimum requirement of 9 votes in support was not reached, the motion proposed by European countries failed to pass, and the voting continued.
Multiple amendments proposed by European countries and Russia all failed to pass
European countries then proposed three amendments, asking to change the "Russia-Ukraine conflict" to "Russia's full-scale aggression". In the preamble, insert the sentence "reaffirming the commitment to Ukraine's sovereignty, independence, unity and territorial integrity within its internationally recognized borders, including its territorial waters". In the operative part, change the words "achieve a lasting peace between Ukraine and the Russian Federation" to "achieve a just, lasting and comprehensive peace between Ukraine and the Russian Federation in accordance with the Charter of the United Nations and the principles of sovereign equality and territorial integrity of all countries".
The first amendment in the preamble received 6 votes in favor, 1 against and 8 abstentions. It failed to reach the sufficient number of votes in favor and did not pass.
The other two amendments were vetoed by Russia and failed to pass.
Russia then also proposed two amendments, adding paragraphs including "addressing the root causes of the conflict". However, they failed to reach the sufficient number of votes and did not pass.
